Kuwait refinery in doubt

Kuwait National Petroleum Company says its planned 615,000 bpd refinery at Al- Zour is in doubt after low bids for the four main packages came in more than $15bn above the original budget, according to the Middle East Economic Digest. Just one of the four tenders received more than two bids, with only one US contractor participating and none from Europe or Japan. The company will analyse the bids before deciding whether or not to proceed.
