The forum is aimed at promoting awareness among federal government officials on the key prerequisites needed to fulfil the performance development criteria across UAE government departments and organisations.

The forum is the result of a Memorandum of Understanding (MoU) signed last month between the Dubai School of Government and the Ministry of Government Sector Development. The agreement includes organising a series of training programmes, workshops and field trips in the region to develop organisational excellence in federal ministries.

The forum began with a workshop on the 'Sheikh Khalifa Excellence Programme' (SKEP), which was addressed by Dr. Yasar Jarrar, executive dean of the Dubai School of Government. He led an interactive discussion on the principles of the programme and how they reflect the vision of UAE President His Highness Sheikh Khalifa Bin Zayed Al Nahyan, for the future of the government sector.

Dr. Jarrar also analysed the principles of the UAE Federal Strategy and how they are interlinked with those of the 'Sheikh Khalifa Excellence Programme'. Both the programmes are aimed at enhancing the efficiency of the government sector by introducing new values and benchmarks based on the best global standards.
The discussion highlighted the dependence of government excellence on leadership and vision, human development programmes, life-time learning, corporate social responsibility, and the timely delivery and high quality of customer service.

The workshop also included a review of the case study of the Dubai government's excellence programme as an example of performance development planning.

The 'Sheikh Khalifa Excellence Programme' seeks to achieve excellence in the performance of the government sector, through the application of a universal model of excellence. It also includes the launch of a variety of initiatives and ongoing development programmes for promoting a culture of creativity, commitment and excellence among all public sector employees.
