Dubai based volume recruitment provider, Horizon Outsourcing acquires Chesham Recruitment in the Philippines

Horizon Outsourcing, part of the recruitment group born out of the recently acquired ITP Consulting, has made a significant acquisition to launch itself firmly into the volume recruitment market
Charles Willson, CEO of Horizon Outsourcing said of the acquisition, "Chesham is a significant purchase, the first of many we are targeting globally, with China, India and Indonesia all about to be secured on the back of this first acquisition. These offices will be supported by a further 6 JV's for volume resourcing that include locations in Eastern Europe, South America, Africa and the Far East. The recruitment locally that already goes through these regions is huge. Our aim is to help HR departments channel their volume recruitment through a single point, saving time and money in the process."
He went on further to add, "Denis Ryan, owner of Chesham and newly appointed MD of Horizon Outsourcing has developed a service offering out of the Philippines that notably, doesn't charge placement fees to candidates in any guise. This has been a key factor in enabling him to attract the quality of candidates that others cannot. Denis will help us mirror that process in every resourcing center we acquire and develop, in turn offering clients a single source solution from multiple locations, a one-stop shop to all their volume recruitment needs".
Key Sales and Administrative Offices will provide a single point of contact for their clients to determine requirements, plan advertising whilst driving brand awareness and recruitment drives. The centers shall manage all embassy/consulate documentation, co-ordinate the flow of candidate papers and assist in the deployment of hired personnel.
Chesham and Horizon have already between them placed thousands of staff in the region within Hotels, Facilities Management, Retail and Telco, 300 to 400 in single clients at one time. Further a-field, International discussions are ongoing with clients in Australia, in the mining, construction and transport sectors and in the US, in healthcare and education.
Denis Ryan was asked why call it outsourcing, "Because that is what we are proposing, we have the capability to manage large recruitment campaigns in multiple locations, saving clients time and money. They simply outsource the process to us.
Group Chairman, Awni Nemer went on to say, "RPO, or Resource Process Outsourcing is very common in other parts of the world and we are developing a variant of this in the Middle East to be rolled out globally. It's not about how big your database is, or how many global locations you are in, it's about resource centers in specific locations where demand is focused".
