Ministry of State for FNC Affairs sets plan to reinforce political development and participation

The Ministry of State for Federal National Council Affairs announced that it is in the final stages of developing its strategic plan for 2007-2010, in line with the UAE federal strategy.

The Ministry organized a series of workshops for their senior management team which was facilitated by strategy consultants in which a detailed analysis of the Ministry's mandate, objectives, strengths and areas for improvement were assessed. The Ministry's new strategy aims to meet the objectives and deliverables of the Sheikh Khalifa Excellence Program.

"By the end of this month and before we start the summer session, we will have reached a major milestone in our first year with the finalization of this plan which will structure our workflow and strategic objectives "said Tariq Lootah, Secretary General for the MSFNCA who is leading the strategy brainstorming sessions. "The plan also defines our vision, message, and values," he continued.

The values defined by the ministry's plan comprise national participation, responsibility, team work and education. National participation which is a core value of the ministry's work concentrates on reinforcing national identity, inclusion of societal groups, the role of women, and constructive dialogue between the government, the FNC and UAE citizens on domestic issues. The ministry for FNC Affairs has defined its responsibility with a focus on excellence, equality, integrity, impartiality, transparency, accountability and equal opportunity. The ministry has also prioritized its internal team work in its value structure through team spirit, empowerment and training of employees, partnership and cooperation, and coordination through a public affairs strategy.

The Ministry's strategy will focus on implementation of their main objectives to execute the national plan of H.H. President Sheikh Khalifa bin Zayed Al Nahyan in activating the role of the FNC, to reinforce communication between its stakeholders: government, FNC and citizens, and to reinforce political culture and development in the United Arab Emirates. This strategy will also focus on the recommendations of the federal strategy of the UAE Government, which was announced by H.H Sheikh Mohammad Bin Rashid Al Maktoum, UAE vice president and Prime Minister and ruler of Dubai.

Internally, the Ministry of FNCA aims to create a new benchmark for productivity and employee development with a focus on ensuring that each Ministry employee constantly upgrades their skill sets through training. "We have allocated an extensive part of our budget for employee development" said Lootah, "as we strongly believe that investing in our human capital is fundamental to better performance in our Ministry's work and in carrying out our duties for the government and the country."

During the workshop sessions, the ministry also reviewed departmental work plans and budgets which will now be integrated into the overall strategy. The Ministry management team is working on re-structuring its organizational work flow into separate fully supported departments to handle the assigned tasks.

The full plan will be submitted to the government on June 30 for approval.
