The 10-week Dubai Summer Surprises shopping and entertainment festival kicks off tonight (Thursday). The Dubai government has allocated a $23m budget for this year's edition, while $0.54m is being outlayed on a grand opening. Retailers will be offering sale discounts throughout the festival, while ten entertainment themes will play out in various locations around the city.
