ISCEA has confirmed that C. Thomas Burke, Washington Representative for Kawasaki Kisen Kaisha (K Line America Inc.), will be a featured speaker at the 2007 Global Transportation and Supply Chain Conference in Dubai. Mr. Burke will be speaking on the critical issues of global port security and the need for all stakeholders to work together to prevent future disruptions in the flow of international trade.

Mr. Burke has unparalleled experience in this area. Since 1997, he has served as Senior Advisor to the President and CEO of K Line America, Inc. K Line is an ocean carrier with a fleet of over 400 ships serving the world. K Line's headquarters are in Tokyo, Japan.

In 2003, Mr. Burke was elected Chairman of the National Maritime Security Discussion Agreement. The MSDA is comprised of officials representing ocean carriers, terminal operators and operating port authorities. The organization was charged with developing a strategy to comply with government mandates to provide new and improved security measures for North American ports.

In 1990, President George H.W. Bush appointed Mr. Burke a U.S. Commissioner of the Panama Canal Study Commission. In 1994, President Bill Clinton personally thanked Mr. Burke for distinguished service on the commission, saying his "dedication and expertise guided the Tripartite Study (Panama - Japan - U.S.) to a successful conclusion and produced an historic document that assures the commerce of the world continued safe and timely transit through the Panama Canal well into the 21st century." Mr. Burke served in an advisory capacity to the U.S. on Panama Canal affairs until the official turnover of the Canal to the Republic of Panama in 1999. Today, he serves as a member of the Board of Directors of the U.S./Panama Business Council.

In 1989, Mr. Burke coordinated the U.S. Foreign Disaster Maritime Assistance Program in Jamaica following Hurricane Gilbert. Jamaica's Prime Minister thanked him for "helping us in the darkest hours following the devastation of our island."

Mr. Burke also served the Reagan administration as Transportation Management Officer for the Agency for International Development, and the administration of President Jimmy Carter as Special Assistant for International Affairs in the U.S. Department of Agriculture.

Mr. Burke currently serves as chairman of the Transportation Law Section of the Virginia Bar Association, and a member of the Board of Directors of the Center for Oceans Law and Policy at the University of Virginia. Among his many honors and awards, he was inducted into the International Maritime Hall of Fame at the United Nations in 2003.
