ADSIC concludes purchase agreement with Oracle

To realise its plan and standardise its government-wide IT infrastructure, the Abu Dhabi Government, represented by ADSIC, has signed today an Enterprise License Agreement with Oracle, the world's largest enterprise software company, in order to buy Oracle software solutions and support and maintenance services.
Under this agreement, Oracle will license its market-leading software and the Oracle E-Business Suite ERP solution to all Abu Dhabi Government Entities. These software applications and solutions will enable Abu Dhabi Government Entities eliminate duplication and overlap and maximize synergies in key systems and applications. Moreover, these solutions will arm the Abu Dhabi Government with better business information to further its goal to establish a modern, efficient and citizen-centric e-Government platform that is best in breed in the world.
Building on the strategic vision for a service-oriented Government in the Emirate of Abu Dhabi, the Abu Dhabi System and Information Committee (ADSIC) is working on the implementation of a government-wide service improvement and e-Government strategy.
In this respect, H.E. Rashed Lahej Al Mansoori, ADSIC Chairman, stated that, "By virtue of this agreement, Oracle will provide Oracle applications to all Abu Dhabi Government Entities at preferential terms. ADSIC will work closely with Oracle to build the capacity and knowledge of Oracle product end-users in the Government, through providing a comprehensive training program." Explaining ADSIC's choice of Oracle, H.E. Al Mansoori added, "Oracle's leadership in applications and ERP solutions were among the key factors influencing our choice of development platform. We are certain that running Oracle solutions will arm the Abu Dhabi Government with tools that will enable more effective decision-making and optimal responsiveness."
It's worth mentioning that Oracle E-Business Suite will also enable ADSIC to realise one of its core mandates for e-Government services, that of providing an electronic link between the local Government Entities as well as between the Federal Government and other local Governments in the UAE.
For his part, Mr. Husam Dajani, Senior Vice President Oracle Middle East & Africa, confirmed that, "The Abu Dhabi Government is adopting a revolutionary approach in order to improve its services. The much-needed implementation of the Oracle E-Business Suite will facilitate the optimisation of the standards of Abu Dhabi Government Entities, improving performance and procedures."
"Oracle E-Business Suite will allow these Entities to exchange information with other local and federal agencies which in turn falls under the UAE overall e-Government service vision. Furthermore, the utilisation of the e-Government application will be made easier due to the Arabisation and localisation of Oracle product solutions to the UAE laws and regulations," concluded Mr. Dajani.
On the other hand, ADSIC is currently working with concerned Government IT staff on the establishment of a Technical Consulting Committee, which would meet on a regular basis to explore opportunities and challenges in implementing this license agreement to assess additional Oracle license requirements and to coordinate with all Abu Dhabi Government Entities in order to reap the most benefits from the contract entered into with ADSIC.
Due to its government-wide comprehensiveness, this agreement brought the Abu Dhabi Government immense savings where ADSIC have received the best return on its IT investment.
The Oracle Enterprise License Agreement signed today includes the following modules of Oracle's E-Business suite used by the Government:
-Oracle Financials
-Stock Management
-Fixed Assets Systems
-Advanced Procurement
-Human Resources Management System & Employee's Self-service System
-Budgeting and Payroll
-Database & Oracle Technology Tools used by most of the Government Entities
