Dubai eGovernment partners with key government ministries to implement federal eGovernment initiative

Dubai eGovernment announced on the sidelines of its GITEX participation, its strategic partnership with six federal government ministries to implement the federal eGovernment initiative.

The ministries, which Dubai eGovernment has partnered with, include the Ministry of Development for Government Sector (MoDGS), Ministry of Finance and Industry, Ministry of Environment and Water, Ministry of Health, Ministry of Public Works, and Zakat Fund.

As the first step, Dubai eGovernment will be offering its Bayt Al Khebrah (House of Expertise) services to the ministries. Bayt Al Khebrah is a Dubai eGovernment initiative that aims to identify, disseminate and exchange best practices within the UAE, particularly with ministries and government department entities regarding eGovernment's strategic, business and technical management aspects.

'Our Bayt Al Khebrah services will enable the federal government ministries to create a well-defined governance approach that will be critical to sustainability and will also address high-level change management issues as well,' said Salem Al Shair, eServices Director of Dubai eGovernment. 'The tools provided by Dubai eGovernment will significantly expedite the federal eGovernment implementation process and will achieve substantial cost savings by leveraging on our existing knowledge base.'

'Further, the tools we provide will ensure business focus rather than a technology focus, since the government departments will not face practical difficulties in technology implementations as we have already overcome those pitfalls over the years, and modularised our approach in order to ensure actual services focus from a business perspective,'

added Al Shair.

The proposed Bayt Al Khebrah services will entail two major streams of work - pre implementation and pilot implementation. The pre-implementation stream involves the establishment of an eGovernment governance model, management standards and templates, and preparing related training for the ministries. The pilot implementation stream involves the implementation of a customer focused federal government portal together with electronic payment and mobile SMS add-on.

'Dubai eGovernment is fully committed to delivering the Bayt Al Khabrah services to the ministries by providing best practice knowledge and services acquired through real experience over the years. The proposed services entail multiple man years of knowledge and intellectual property in eGovernment initiatives and operating a state-of-the-art portal infrastructure and eServices,' concluded Al Shair.

Dubai eGovernment along with 28 different government departments and federal entities are currently participating at GITEX Technology Week 2007, from their stand D8-1, Hall 8 of the Dubai International Convention and Exhibition Centre.
