His move from the London office follows the official opening of the rating agency's office in the Dubai International Financial Centre (DIFC) earlier this year. "The GCC's capital markets are characterised by very strong growth trends across a wide spectrum of sectors, both in conventional and Islamic forms," says Mr Cooper. "The growth in analytical resources at the Dubai office reflects Moody's commitment to the GCC region."

Moody's publishes comprehensive analysis on all six GCC countries - Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates; this is available to subscribers on Moody's website.

Mr Cooper joined the Moody's Sovereign Risk Unit in 2004, having previously held various positions at the Institute of International Finance in Washington DC and the Economist Intelligence Unit in London. Among other qualifications, Mr Cooper holds a Masters Degree in Modern Middle Eastern Studies from Oxford University in the UK.
