Following the publication of the Dubai Strategic Plan the Government, through the Dubai Health Authority, is seeking to establish a comprehensive private healthcare funding framework that will benefit all UAE nationals, residents and everyone living, working and visiting Dubai, supporting a responsible city that cares for the health of its people. The proposals will also build on existing provision to help maintain Dubai's growing status as an international centre for trade and investment and to help drive future growth by building on Dubai's reputation as a destination of choice for business.

Following a decree issued in April 2007 by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Executive Council (TEC), the 'Health Insurance Committee' (HIC) was established. Headed by His Excellency Ahmad Bin Byat, Secretary General of the Dubai Executive Council, the HIC has been assigned the task of drawing up a strategic plan that will establish a framework for health funding policies in Dubai and will also determine the necessary regulations which will govern them.
