DIHRD signs deal with DTCM to provide HR consultancy

Dubai Institute for Human Resource Development (DIHRD) signed a consultancy agreement with the Dubai Department of Tourism and Commerce Marketing (DTCM) to develop DTCM's job description system as a first step towards preparing and assessing competency profiles.

The 10-week project includes job design and analysis that will help recruitment processes, identify training needs, determine job requirements, as well as set performance excellence standards in conformity with the new Dubai HR law.

By the agreement, DIHRD will train the DTCM HR Department to conduct job design processes, and apply continuous updates to job description systems based on international best practices, including hierarchical task analysis (HTA) and position analysis questionnaire (PAQ). The project will also help DTCM define primary and secondary duties and responsibilities, competencies for every position (KSA's), accountability level, judgment, supervision, communication channels, work environment, and performance indicators.

Mohammed Jassim, CEO of DIHRD, said: "We were commissioned by DTCM to conduct a study to help determine the most effective ways of selecting candidates for job placements, as well as outline key performance factors for job excellence.

"Our initiatives are in line with the new HR law, which provides a set of rules to modernize the human resources practice in government departments, and establish a system that recognizes employees, solely on their performance."

Ibrahim Yaqoot, DTCM Executive Director of Human Resources and Training Solutions, said: "The initiative comes within the scope of our policy to develop the professional skills of our employees. We are confident this measure will enhance job satisfaction among the employees, and subsequently generate higher productivity levels for the overall benefit of the department."

The project will be implemented through five stages, and include designing an integrated system for job descriptions analysis, a HR training workshop, job assessments, developing job descriptions for an average of 70 positions, and finally presenting a report, comprising DIHRD's results, feedback and recommendations.
