DP World Cochin awards civil works contract for first phase of India's largest terminal

DP World Cochin (India Gateway Terminal Pvt. Ltd.) today awarded the civil construction contract for the first phase of the International Container Transshipment Terminal (ICTT) at Vallarpadam to the Simplex Consortium, a publicly listed, civil engineering and construction company.

This marks an important milestone in the development of the modern marine terminal on the island site of Vallarpadam, off Cochin.

The value of the contract is estimated to be approx $150m.

The preliminary design of the project, developed after detailed testing, was approved by the Cochin Port Trust in November 2006.

Subsequently, DP World Cochin issued the tender in June 2007. Upon close of the tender on Aug 29th, Royal Haskoning, the consultants to the ICTT project conducted an in-depth evaluation of the technical capabilities of the four Indian bidders in close liaison with DP World, and the decision was taken to award the civil works contract to Simplex Consortium.

Construction is expected to begin in December 2007 and the maximum period for the construction is 24 months. This first phase of development involves the building of 600m of quay, an on-dock railhead serviced by rail-mounted gantry cranes, 30 hectares of yard, and the acquisition of six Super Super Post Panamax cranes designed to handle some of the largest vessels afloat today. Phase 1 of the terminal will be completed by the first quarter of 2009 and will have the capacity to handle one million TEU.

Strategically located on the main east-west global shipping lanes and as India's largest individual terminal, Vallarpadam is destined to develop as the premier gateway to southern India while offering an alternative to Sri Lanka and Singapore for container transshipment.

DP World Cochin has the mandate to build the ICTT and operate it for 30 years. The ICTT project site was declared a Special Economic Zone on 2 November 2006. The environmental clearance for the ICTT was secured through the notification of 9 November 2006. The work on rail connectivity to the project site was started by Rail Vikas Nigam Ltd. in February 2007. The work is on schedule to be completed by April 2009. The road connectivity work by National Highway Authority of India was formally launched in October 2007 for the 18 km stretch. The work is expected to be completed in the second half of 2009. In the longer term, the ICTT will have a direct link to India's extensive railway network and the construction of a new four lane bridge and highway to access to the 'golden quadrilateral' road network is well underway, making it one of the most accessible ports to the hinterland of India.

The tender for dredging works to provide the 14.5 meter draft at the ICTT and to widen the channel, is ready for issue by Cochin Port Trust. The lead time for the work is 18 months.
