Dubai Health Authority commits to further consultation as part of review to new healthcare services

As part of its strategic review of current healthcare facilities and services in Dubai, the Director General of the Dubai Health Authority (DHA), His Excellency Mr Qadhi Al Murooshid, has today authorised two of its core project teams to undertake further public consultation work as it looks to deliver a high quality, affordable and accessible health care system.

In announcing this programme, the Director General said, "Ongoing consultation continues to be an essential part of the DHA's strategic review. Engaging with a variety of technical and professional experts will help ensure we design the best model and structure, best suited to the needs and requirements of Dubai both now and in the future."

He continues: "On this basis I have now authorised the DMRA project team to begin its public engagement programme as part of this strategic review. I have also asked the health funding team to hold further discussions with a number of additional public and professional audiences."

The DMRA project team will undertake a key stakeholder engagement programme. This will start with an introductory presentation to representatives of the healthcare sector on 25 March and will be followed with a number of additional briefing sessions. Feedback from this exercise will help the DHA design the best regulatory and licensing model, taking on board many of the issues and concerns of a range of medical professionals from both public and private sectors as well as the free zones.

In addition, following the submission of the Health Insurance Committee's (HIC) report to the Executive Council (TEC) in December, the DHA has authorised its health funding project team to undertake further consultation work. The project team will engage with specific stakeholders to progress and clarify a number of technical issues associated with the roll out of a proposed health funding structure, which is being reviewed by TEC. A full announcement on the health funding proposals will be made later this year.

The Director General concludes: "Work also continues on the other aspects of the DHA review. We will continue to keep you updated on its progress. We have a number of additional announcements in the pipeline which we hope to share with you in due course."

The DHA was created following a royal decree issued in June 2007.

The creation of the DHA will lead to better health care services and facilities within Dubai to the benefit of all UAE nationals, residents and visitors. The DHA and related Agencies will also enable healthcare services within Dubai to respond more efficiently and effectively to future demands as Dubai continues to grow and expand.

The DHA Implementation will be undertaken in phases and will take around four years to complete. In the meantime the Department of Health and Medical Services (DoHMS) continues to provide medical services.

His Excellency Qadhi Al Murooshid has been appointed Director General of the emergent DHA. He is the only official spokesperson who can comment on behalf of the DHA

The strategic goals of the DHA are to:
Understand health needs and demands and pan-sector capacity
Improve lifestyle choices and self-care
Ensure appropriate service availability
Ensure services are high quality
Ensure health is affordable
Ensure effective governance across public and private sectors

The DHA transition team is working closely with the Executive Council (TEC) on all future financing arrangements which will be regulated by the Dubai Medical Regulatory Authority.
