NCSSF aims to be a solution to the problem of aging population of China and serves as a strategic reserve fund accumulated by the central government to support future social security expenditures.

In accordance with the
Interim Measures On the Administration of the Investment of National Social Security Fund, the funding sources of NCSSF are as follows: fiscal
allocation of the central government, capital and equity assets derived from reduction of state-owned shares, lottery, public welfare fund, capital raised in other manners with approval of the State Council and investment
proceeds.

NCSSF are permitted to invest in the fields of securities and industrial investment in domestic and global markets in the forms of direct investment and mandated investment.

As of December 31, 2007, the total assets under management of the National Council for Social Security Funds ( NCSSF) to date is RMB516.182bn.
