A new survey by Mercer Consulting has found that Dubai ranks 83 (80 in 2007) in the best quality of living category, with Abu Dhabi just behind at 87 (88 in 2007). The rankings of Mercer's 2008 Quality of Living Survey are based on a point scoring index which covers 215 cities globally. Out of the 25 lowest ranking cities, two are from the Middle East, including Sanaa at 207 (208 in 2007) and Baghdad at 215 (215 in 2007) - the city with the world's lowest quality of living and lowest levels of personal safety.
