DHA hosts public sector healthcare engagement sessions

As part of it extensive and ongoing consultation and engagement programme to all its stakeholders across both the public and private sectors, the Dubai Health Authority (DHA) has hosted a series of additional engagement sessions for staff working in all Government owned healthcare facilities.

Over 700 public sector healthcare staff attended three sessions, one each in Dubai, Rashid and Al Wasl hospitals. Focusing on the DHA's intention to separate its new strategic role from day to day service provision, the Director General highlighted the Government's intention to establish a separate public corporation early in 2009, responsible for managing daily healthcare services within Government owned healthcare facilities. This will allow the DHA, as the Government's new strategic health authority, to focus on Dubai's overall health strategy and policy, health regulation, health funding and public health.

His Excellency Qadhi Saeed Al Murooshid, the Director General of the Dubai Health Authority, said:

"Separation will give Government owned hospitals and clinics the autonomy, authority, accountability and flexibility required to increase capacity and service quality so they can either compete, or work in partnership with the private sector, helping to improve the availability of good healthcare within Dubai.

This creates a number of very exciting opportunities for everyone working within a growing and expanding healthcare sector. However I appreciate that change can also be unsettling for many healthcare workers, who continue to be our most important asset."


He added: "Given that they work hard to ensure we get the best healthcare treatment when we need it, we must also help them to understand the many advantages that the new system will bring. On this basis I am committed to an ongoing engagement programme, to ensure that all healthcare workers across the whole health sector are fully involved in every stage of the DHA transition programme."

The Director General will continue to conduct regular briefing sessions, providing updates on the DHA transition programme. Details are still being confirmed but it is the Director General's intention that he will also address staff working in private healthcare facilities in the near future.

• Dubai Health Authority created by Law issued by the Ruler of Dubai in June 2007.

• The Dubai Health Authority (DHA) has been empowered to set policy and strategy for health, and to assure the application of that health policy and strategy. o Achieve international accreditation of healthcare services delivered across the Emirate by ensuring world-class quality and standards of healthcare
o Ensure effective regulation and licensing across the Dubai Health Sector guaranteeing the quality of health services provided
o Increase the transparency and accountability of the healthcare system
o Drive efficiency so that funding is spent on the most effective healthcare for those who need it
o Improve accessibility to the healthcare system and sustainability for the future
o Deliver the best training and education opportunities for Dubai healthcare practitioners

• DHA Health Funding: The DHA transition team is working closely with the Executive Council (TEC) on all future financing arrangements. Further announcements on the details of the health funding programme will be made in due course.

• DHA Health Regulation: Will implement DHA regulatory policy across the public and private health sector in Dubai. Further announcements on the details of the DHA health regulation will be made in due course.
