- PRESS RELEASE
Emirates Central Cooling Corporation (Empower), the largest district cooling service provider in the region, today announced it has signed an agreement with Mohammed Bin Rashid Establishment for Young Business Leaders for the installation of a 4,000-refrigeration tonne (RT) district cooling station at the 'Entrepreneur Business Village' in Deira, Dubai.
By the agreement, Empower will provide underground supplies of district cooling to the 774,720 square-foot building. The facility will house developers allocated for the Entrepreneur Business Village, a project targeting new and young entrepreneurs and fostering the development of small and medium enterprises.
Abdul Basset Al Janahi said: "Empower was our preferred choice for its impressive track record and wherewithal to execute landmark projects on time. Its adherence to international standards is also reflected across all aspects of its service delivery.
"Our initiative to opt for district cooling at the Entrepreneur Business Village reflects our endeavour to contribute to the strategic vision of Dubai to deploy energy-efficient services that are cost-effective and environmentally friendly."
Ahmad Bin Shafar said: "As an ideal alternative to traditional power systems, district cooling is steadily gaining the attention of developers for its delivery of clean power services. While most public-private development companies across new Dubai are now adopting the technology, there is still an urgent need to raise awareness about its importance and advantages among end-users. Our project at the Entrepreneurs Business Village will help us drive the benefits of district cooling to a new generation of entrepreneurs."
Empower's outstanding role in promoting district cooling services across the region was recently acknowledged through four awards - three gold and one silver - at the International District Energy Association's (IDEA) 99th Annual Conference in Florida, US.
A joint venture between TECOM Investments and Dubai Electricity and Water Authority (DEWA), Empower currently handles projects for several prominent developments in Dubai, including the Dubai International Financial Centre, Dubai Healthcare City, Jumeirah Beach Residence, Culture Village, Business Bay, and the City of Arabia.

Emirates Central Cooling Systems Corporation (Empower) is a joint venture between Dubai Technology and Media Free Zone (TECOM) Investments and Dubai Electricity and Water Authority (DEWA), created to provide energy-efficient district cooling services to large-scale real estate developments. Empower plans to diversify into other energy efficiency and conservation services. Empower's district cooling systems (DCS) provide effective and efficient means of air conditioning. Water is cooled in central plants and distributed through a network of piping systems to individual customer buildings. DCS achieves economies of scale by using centralised plants instead of individual cooling units in each building. The centralised system results in reduced capital and operating costs, thus reducing air-conditioning set-up and energy costs per building. Empower is set to become one of the largest district cooling companies in the region.
