Government of Dubai launches 'The Consulting Office'

The Dubai Executive Council launched today an independent company, 'The Consulting Office' (TCO), to provide top-tier advisory services to public sector organizations in Dubai, other Emirates and the MENA region.

TCO will also focus on capturing, developing and exporting Dubai's knowledge and capabilities in the public sector.

TCO is currently partnering with various government departments in Dubai to assist them in their current initiatives towards reform as outlined in the Dubai Strategic Plan 2015.
The launch was immediately followed by the signing of a partnership between TCO and the Singapore Cooperation Enterprise (SCE). SCE is the focal point of access to the extensive expertise residing across Singapore's 15 government ministries and over 60 statutory boards.

His Excellency Ahmad Bin Byat, Secretary General of Dubai Executive Council, is acting as the Chairman of TCO while Huda Al Hashmi has been appointed as the Chief Executive Officer. The company has already appointed Directors to its Board, with representation from academia, private and public sectors.

"Dubai Government's proactive initiative in establishing this company is a clear sign of its determination to continually focus on developing the capability of the public sector. It also reiterates its strong will to share the success of the Dubai model with other governments in the UAE and beyond,"


His Excellency Bin Byat said.

He added, "The agreement with SCE will streamline the exchange of knowledge and resources between the two Governments. This will further enhance TCO's ability to make a significant contribution towards assisting the government departments in achieving their objectives in line with the Dubai Strategic Plan 2015."

Huda Al Hashmi said "TCO aspires to be a strategic partner in public sector innovation. Its role extends beyond providing advisory services and knowledge transfer. It will also assist in developing leaders for the public sector both locally and across the MENA region. This will ensure sustainable development and reinforce Dubai's leading position in the region."

"It is a commercial enterprise and competes on its own merits. It works closely with various public sector entities to ensure that it remains aligned with their agenda. This in-depth understanding blended with our alliance based model has been a great success. We have already provided services to several entities including the Community Development Authority and the Culture and Arts Authority through one of our other alliances with PA Consulting", she added.

Affirming the underlying value of the agreement with Dubai Government, Peter Ho Hak Ean, Chairman of SCE, who is also the Head of Civil Service and Permanent Secretary of Ministry of Foreign Affairs of Singapore commented, "We regard this partnership as a confirmation of Dubai's persistent quest for excellence. We look forward to joining hands with its government, which is widely acclaimed for being the most active and progressive in the region."

TCO's alliance with SCE is expected to focus on various high priority areas such as health, education, urban planning and integrated government, where Singapore's development closely resembles that of Dubai.

The launch of TCO is an important milestone in a series of leading initiatives taken by the Dubai Executive Council to enhance government excellence and ensure the development of the public sector.
