Dubai Customs Director General visits Canada

Mr. Ahmed Butti Ahmed, Director General of Dubai Customs and the accompanying delegation met during a 3 day visit to Canada on 15 October 2008 Mr. Luc Portelance, Executive Vice Director of Canada Borders Services Agency (CBSA).

The bilateral relations between the two parties and avenues of boosting them particularly in areas of training, education and capacity building were discussed during the meeting.

While briefing the meeting, Mr. Butti has explained phases of development being experienced by Dubai Customs in areas of law enforcement, facilitation of international trade and automation of customer service delivery, which made it to be the first full-fledged e-government organization.

Mr Butti has pointed out to Dubai Customs willingness to benefit from the CBSA practice in technical support through establishing a "Customs Excellence and Education Center" (CEEC) in Dubai.

Making a field visit to CBSA "Education and Training Center" in Rigaud near Montreal, Mr. Butti and the accompanying delegation viewed the Canadian experience in preparing and training customs officers operating at sea, air and land border posts in Canada.

The delegation has also learnt about the training syllabus in force prior to and after the recruitment process as well as the post training programme, which aims at enhancing the officers' capabilities through professional on-job training sessions.

The visit paved the way for a firsthand learning about CBSA capabilities in areas of training, development and technical support and giving Dubai customs a room for benefiting from such practices to identify its requirements for establishing a CEEC.

The CEEC shall operate mainly to develop Dubai Customs employees and inspectors in a way that keeps pacing with global development and serving Dubai economic interest in particular and UAE in general.

Dubai Customs raises the theme of "sustainable reform and modernization" with the objective of developing its capabilities and customer service and seeking to enhance the employees efficiency through advanced training programmes. In this context, come such fact-finding visit and the project of establishing a CEEC in Dubai as an advanced school of education and training not only in Dubai but also throughout the region as whole.
