Over 200 delegates attend 2nd day of Intersec conference

Brigadier Dr. Mohammed Ahmed bin Fahad, Director General of Dubai Police Academy stated that international policy makers will focus their efforts on countering organized crime in the 21st Century in his keynote at the Intersec Trade Fair and Conference 2009 at the Dubai International Convention and Exhibition Centre.

The three-day event concludes on January 20th. A total of 65 international security experts and officials from the security and safety industry and police departments from around the world spoke and delivered presentations on a diverse range of subjects from homeland security and policing, commercial and information security, safety and health and fire and rescue during the three-day conference programme which opened on Sunday 18th January.

Intersec International Trade Fair 2009 is taking place under the Patronage of HH Sheikh Majid bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Culture and Arts Authority.

"The proceeds of organized crime internationally are increasing and filling the coffers of criminals who as a result are able to buy political power by corrupting politicians around the world. The vast sums of revenue from crime laundered by criminal gangs in international financial markets have contributed in a big way to the current credit crisis,"
said Brigadier bin Fahad.

He told the group of distinguished fellow speakers and attendees at the world's second biggest security event that the UN had defined organized crime as a 'systematic structure of three or more people working temporarily to commit one or more serious crimes for profit.'


Brigadier Dr. Bin Fahad added that the UN characterized organized crime groups as having the ability to work locally, regionally and globally building criminal networks that are flexible and have the ability of crossing borders.

Common organized crime activities include hacking bank accounts and other bank frauds, money laundering, corruption of financial regulators or administrators, theft of antiquity, terrorism, piracy and IT hacking.

He said organized crime is one of the biggest threats to democracy when criminals sabotage elections by bribing the electorate and corrupting administrators and government officials by making illegal campaign contributions.

He cited the conveniences of modern life as abetting the spread far and wide of the evils of organized crime such as the ease of transferring money through banks and money exchange, the modern means of air and land transport, the use of the Internet and e-commerce and the use of legitimate companies such as building and construction companies as fronts for illegal activities.


Speaking about the nature of organized crime and terrorist groups, Brigadier Dr. Bin Fahad said both groups are "Dangerous, violent, well organized and involve the use of deadly weapons.

In some cases organized crime and terrorists work together to raise funds and generate profit, employ mass media to deliver their message and use terror to gain cooperation of recruits.

Brigadier Dr. Bin Fahad called for international cooperation and the implementation of UN agreements designed to combat organized crime. He also called for Arab countries to unite, work together, coordinate and cooperate in battling both organized crime and the credit crunch.

The conference programme has attracted 65 renowned international speakers on security, safety and other relevant subjects who are speaking at the three-day conference.

Intersec International Trade Fair and Conference 2009 is the world's largest Security, Fire, Safety & Health and Police & Homeland Security exhibition outside Europe.
