The findings of the four-month DHCC consulting study have confirmed that HIRAS meets a substantial number of requirements outlined by MOH in developing its new Statistical Center (Health Information Management) and, therefore, DHCC has recommended that an enhanced version of HIRAS be used by MOH. Furthermore, the consulting study has highlighted the need to consolidate health data on a UAE or federal level and develop regulations to support data collection and reporting for the whole country.
It has also established that the implementation of information technology is essential to manage data quality and integrity, ensuring effective use of patient information in decision making; and reinforced that policies need to be developed and implemented to ensure patient confidentiality.
Dr Ayesha Abdullah, Senior Vice President of DHCC, said:
"Since 2006, the HIRAS system has been implemented by DHCC, as a centralized clinical data warehouse, to capture and store required patient data from healthcare professionals. HIRAS is used to receive, store, measure, analyze, and provide reports on a number of clinical quality and performance indicators. The objective of this consulting study was to demonstrate that these powerful new capabilities position HIRAS as a statistical system that could potentially be used by the MOH at its new facilities."

Dr. Ali Bin Shakar, Director General of MOH, said: "The new Statistical Center at MOH will serve as the statistical data gathering and reporting authority. An integrated healthcare platform, such as HIRAS, is the future for networked public hospitals and clinics across the UAE, enhancing the standard of healthcare services."
The new international standards-based interoperability effort with MoH will assist in fulfilling DHCC's mission of providing efficient and secure gathering and reporting of healthcare information, as part of a nationwide health information network.
