Department of Municipal Affairs recognizes cross-municipal electronic land management system team

The Department of Municipal Affairs (DMA), the regulative and legislative body of the municipal system in the Emirate of Abu Dhabi, recognized the cross municipal electronic land management system (eLMS) team.

The recognition ceremony was held at Al-Raha Beach Hotel, and the team was recognized by H.E. Engineer Ahmed Al Shareef, Undersecretary of the Department of Municipal Affairs, and H.E. Khalifa Al Mazrouei, General Manager of Abu Dhabi City Municipality. The ceremony was also attended by high profile guests from Abu Dhabi, Al-Ain and Western Region Municipalities.

The eLMS team including Abu Dhabi City, Al Ain City and Western Region Municipalities as well as Abu Dhabi Systems and Information Centre (ADSIC), was recognized for the completion of Phase I.

Phase I witnessed the successful launch of the first edition of eLMS in the emirate's municipalities in December 2007 which has eased and made transactions much faster for clients and provided an advanced working environment based on best practices reflecting the vision and mission of the Department of Municipal Affairs and its development goals.

The system aims to deliver an electronic land management tool providing a strategic solution to all municipal clients. The total number of processed transactions up to date reached over 122,000.

The bi-lingual system enables plans and maps' printing through electronic channels, process of land management requests, property registration, and provides secure financial payments and collections, and connects planning sector and customer service departments through special cross municipal network.

H.E. Engineer Ahmed Al Shareef, Undersecretary of the Department of Municipal Affairs said: "In line with the vision of HH Sheikh Khalifa Bin Zayed Al Nahyan, President of UAE and Ruler of Abu Dhabi and the directives of HH General Sheikh Mohammad Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the United Arab Emirates Armed Forces, and Chairman of the Executive Council, to enhance the availability and quality of services and the usage of the latest information and communication technology as a tool for service enhancement in cross government entities.

The municipal body in the emirate of Abu Dhabi is continuously striving to enhance and develop its services including land and property management laws, regulations and systems.

"The eLMS project is of a high priority as it is an essential element in realizing the Abu Dhabi e-government system and one step in building an open, efficient, effective, and globally integrated business environment in the Emirate of Abu Dhabi," continued HE Al Shareef.

"This is indeed a great step towards achieving a legal, transparent and fully automated land management system. We have already started materializing the benefits of the system through the enhanced customer experience, for example site plan issuance is now immediate and takes less than 30 minutes as opposed to the three days of processing required by the previous land management system," stated HE Khalifa Al Mazrouei, General Manager of Abu Dhabi City Municipality.

The system currently encompasses thirty eight processes including owners data management, mortgage requests, various certificates requests, rent and investment contracts, land allocation requests, and provides each use with a unique username and password to benefit from the various service it provides.

The Department of Municipal Affairs (DMA) commenced operations in May 2007, following the Abu Dhabi Executive Council's decision to integrate the Emirate's municipal system. As a new government entity, the Department of Municipal Affairs was created to lead, coordinate and oversee three municipalities in Abu Dhabi, Al Ain and the Western Region.
