As mandated by section 78 of the Telecommunications Law, Licensed Operators are required to provide all necessary technical resources in order to ensure Lawful Access of the relevant security authorities into their telecommunications networks. In the proposed Regulation, TRA aims, amongst other matters, to organize the means by which all processes related to section 78 are streamlined.

TRA's Director of Technical and Operations Affairs Mr. Mohammed Mahmood stated:
"In the framework of cooperation between TRA and other national authorities, TRA is addressing the issues of Lawful Access of information by security organs, Data Retention, and other related security matters within the same Regulation, which we trust will be sufficiently studied by all Licensed Operators."

Mr. Ahmed Jaber Aldoseri, ICT Operations Manager at TRA said "The published draft Regulation will entail significant changes to a Licensed Operator's core network, and we therefore strongly encourage all Operators to consider the draft document and provide their comments by the specified deadline."

He added: "We are planning to organize a workshop to assist Licensed Operators in understanding and responding to the proposed Regulation within the coming few weeks."
