TRA works to enable service providers to use Batelco's copper infrastructure

The Telecommunications Regulatory Authority released a consultation on Local Loop Unbundling, which is a process of allowing other licensed operators to access and use the physical wire connection (copper pair) from Batelco's exchanges to the customers' premises.

The release consisted of a consultation on the implementation methodology of the Local Loop Unbundling, a draft determination of Batelco's dominance in broadband wholesale markets, a study and a draft order to Batelco for introducing Local Loop Unbundling.

Following the release, TRA held a workshop in order to assist the operators in commenting and understanding the different aspect of LLU. The workshop was attended by representatives from 13 licensed operators.

TRA's General Director Mr. Alan Horne said:

"Achieving competitive internet access over high speed connections at internationally competitive prices is key to supporting economic development, as well as the eGovernment initiatives as set out in the 2030 economic vision. One further step, to assist achieving this objective, is making available the local loop to other operators on cost based terms. Bahrain is learning from international experience in this important initiative"


TRA's Manager of Market and Competition Mr. Adel Darwish said: "TRA aims to support the development of competitive high speed broadband services for the benefit of consumers. This workshop demonstrated the interest of the industry in LLU and we strongly encourage operators to review the consultation documents and submit their feedback".

The Telecommunications Law obliges Batelco to provide other licensed operators access to its local exchanges, allowing them to reach the end consumer. This is aimed at supporting a choice of competitive services over Batelco's access network as well as allowing further innovation in terms of services and speeds.

The unbundled local loop services will be available to competing licensed operators as an addition to existing wholesale services offered by Batelco.
