This is the State of Qatar's first sovereign bond offering since 2000.

"The State of Qatar's multi-billion dollar bond offering, coupled with other similar bond programs across the Gulf, is likely to renew interest in what has historically been an underdeveloped bond market in the Middle East, creating over time a stronger, deeper and more active bond market in the region,"

said Craig Stoehr, counsel in Latham & Watkins Doha office.

The Latham & Watkins cross-border team was led by London finance partners Bill Voge and Dennis Nordstrom, together with corporate partner Lene Malthasen and corporate associates Dipti Thakar, Fabio Diminich, Natalie Nassar and Stephanie Wells.

Doha corporate counsel Craig Stoehr led the team in the Middle East, together with Doha finance partner Philipp von Randow and corporate associates Helena Kim, William McAdam and Shaheen Haji, and Dubai finance associates Aaron Bielenberg, Arjun Ahluwalia and Omar Nazif.

Advice was also provided by Dubai partner Nicholas O'Keefe on Islamic finance and New York partner Jiyeon Lee-Lim and associate Orly Morgenstern on tax matters.
