Latham and Watkins advises the State of Qatar on record-setting $7bn bond offering

Latham and Watkins represented the State of Qatar, acting through the Ministry of Economy and Finance, in connection with its $7bn bond offering, which closed on November 24, 2009. This follows Latham's representation of the State of Qatar in connection with its $3bn bond offering in April 2009, which was the first bond offering undertaken by the State of Qatar since 2000.

"The State of Qatar's $7bn bond offering, which set a record as the largest ever bond offering by a Middle East issuer in history - with an order book of more than $27bn - is a testament to the success of the carefully planned expansion and diversification of Qatar's economy,"

said Craig Stoehr, counsel in Latham & Watkins' Doha office.

"The Ministry of Economy and Finance and its State Finance Policy Committee are to be commended for their vision in establishing Qatar as a strong sovereign credit and sophisticated debt capital markets issuer in only a little more than six months," he added.

The Latham & Watkins cross-border team was led by London finance partner Bill Voge, together with corporate partner Lene Malthasen. Doha corporate counsel Craig Stoehr led the team in Qatar, with corporate associates Dipti Thakar, Helena Kim, Madeeha Rana and Shaheen Haji, and finance partner Philipp von Randow, with finance associates Mohsin Iqbal and Will McAdam. Advice was also provided by New York partner Jiyeon Lee-Lim, with associates Orly Morgenstern and William Lu on tax matters.
