Tanmia outsources to IBM its manpower e-Marketplace

Reaching out to the public to provide its employment services, Tanmia, The National Human Resource Development and Employment Authority, announced today a new Internet-based manpower project.
As a first phase of a long-term strategy to create productive employment opportunities for nationals, Tanmia is establishing a manpower e-marketplace to bring UAE citizens seeking employment together with employers looking to hire suitable UAE nationals through the "anywhere, anytime" power of the Internet. Job seekers can post their CVs via the Web, and search for available vacancies, while employers will be able to advertise positions and access a rich database of candidates, searching for those with the qualifications and skills needed for their businesses. This manpower e-marketplace has a unique software architecture, which allows intelligent bilingual skill-matching technology. Because of the flexibility of the DB2 and the IBM Domino platform, job seekers and employers will be able to choose the most convenient means to correspond whilst maintaining complete privacy, whether it is by fax, e-mail or over the World Wide Web.
The system is also designed to facilitate the delivery of training and career counselling, and allows Tanmia to analyse data and study trends for the production of valuable studies on employment issues for government and educational bodies.
Web technology is ideal for this application, as it allows information to be quickly, securely and cost-effectively accessed and updated, while ensuring maximum availability to the public through DIC's state of the art IBM-based eHosting systems.
"Our country's growth is related to the productive employment of our citizens," said HE Matar Al Tayer, Minister of Labour and Social Affairs Chairman of Tanmia. "The ability to efficiently place the right skills in the right job at the right time will lead to UAE citizens' increased contribution to various sectors of the national economy. The technology increases the efficiency of manpower development, and the information analysed by our labour market researchers becomes a valuable tool for policy decisions for the future."

The new service goes well beyond the traditional job placement services by identifying and providing training and career guidance, helping job seekers match their skills to the labour market, and employers locate suitable National talent."
The site will be hosted at the IBM-DIC hosting centre. IBM will handle end-to-end services, including web-based application development and training of Tanmia staff. A key part of the outsourcing agreement with Tanmia is IBM's ongoing contribution to the project's implementation and effectiveness through its vast global resources and expertise.

Outsourcing allows Tanmia to rapidly introduce Web-based services, and extend its functionalities as its activities grow and evolve," said Farid Metwaly, General Manager, IBM Middle East, Egypt and Pakistan.

Mr. Ahmad Bin Byat, chief executive officer of Dubai Internet City (DIC), confirmed the importance of this move to develop national human resources. He re-affirmed Dubai Internet City's commitment in offering its continued support for such national projects through sophisticated technology systems that can facilitate relationships amongst international companies and local authorities.
