Dubai Police rolls out dynamic e-services through Oracle portal

Oracle Corp, the world's largest enterprise software company, today announced that Dubai Police has selected the Oracle technology platform to power its e-services portal, which delivers dynamic services to Dubai's more than 900,000 residents.

Online services provided through the Oracle-based portal include reporting of stolen cars and other crimes, traffic-related services such as renewal of vehicle registration and driver's licenses, payment of fines, registering of complaints and other public service initiatives, and real-time news on traffic and safety initiatives.

The objectives of the new Dubai Police portal are manifold, including improving public access to information and services within the department, enabling the Dubai Police to share its vast resources of internal information with other government offices, delivering remote access to data for Dubai Police employees, and updating and centralizing the Department's technology infrastructure.

"Dubai Police has a clear mandate to enhance public perception about how we work and the services we provide. Our new e-services portal was created to provide a single source of easily-accessible traffic, crime, and related information for Dubai's residents, which we believe will foster a greater sense of trust and community between our department and the general public," commented Colonel Ahmad Hamdan Bin Dalmouk, Director of the General Department of E-Services.

"Given the real-time nature of police work and the security elements involved, the robust and highly available Oracle platform was a natural choice to power the Dubai Police portal. Given that police staff will be updating the portal remotely at any given time, and thousands of residents can be paying fines, applying for licenses, and accessing other services and information, it's vital that the Dubai Police e-services initiative be as accessible and 'unbreakable' as possible," continued Colonel Bin Dalmouk.

A core element of the Dubai Police e-services initiative is the integration of the department's vast information stores with other public sector departments including Immigration, Customs, Dubai Courts, and Dubai Municipality, as well as other police departments around the UAE. Ultimately, Dubai Police plans to have more than 24 online services available through different delivery channels, including the Internet, kiosks in public locations, and via interactive voice response (IVR) telephone access.

Oracle partner i-Soft IdealSoft Emirates is managing the development and implementation of the diverse online services being created and delivered by Dubai Police, Marwan Malouf of i-Soft IdealSoft Emirates commented "We are very excited about this project, it will set another milestone for our experience as well as our strategic partnership with Oracle"

The primary technology components behind the Dubai Police portal strategy include the Oracle9i database and Oracle9i Application Server. The department chose to adopt the J2EE standard for development as it simplifies business rules and creates a more compatible and easily integrated infrastructure.

Together, Oracle9i Database and Oracle9i Application Server provide unprecedented scalability, and high availability. Of particular interest to customer like Dubai Police is the high degree of security offered by Oracle products supported by over 15 security certifications from the European Union, the United States of America and the Russian Federation.

"Rather than just creating a static website about its activities, Dubai Police has reached out to Dubai's growing population and launched the type of dynamic online services that will save residents time and headaches. By adopting the latest technology and integrating its resources with those of other police and public departments, Dubai Police is becoming a more streamlined, efficient, customer-centric organization," stated Husam Dajani, Vice President for Oracle Middle East.

With the Dubai Police portal initiative, Oracle continues to be the technology partner of choice for the Middle East's e-government efforts. Government departments across the UAE, Bahrain, Oman, Kuwait, Saudi and Qatar have selected Oracle to power their online services for Gulf residents.
