UAE Federal Customs Authority participates in the Customs Clearing Committee Meeting of the GCC

The UAE Federal Customs Authority participated in the 2nd meeting of the GCC Countries Customs Clearing Committee, which was held at the General Secretariat of the GCC headquarter in Riyadh, Saudi Arabia.

This meeting aimed at determining the share of each GCC Country of the Customs income during the period from June to August 2003. The participants also discussed the final revision of the first half of last year.

UAE Federal Customs Authority (FCA) General Manager, Mr. Mohammed Bin Fahad Al Mehairi said that ' participants stressed on the importance of complying with the clearing mechanism imposed by the Economic & Financial Co-operation Committee of the GCC. Since some difficulties were encountered while implementing these mechanism, it was decided to give country members time until the third meeting is held next April.'

'Committee members have reviewed all efforts made by member countries since the first meeting which took place last July, to conclude the clearing process for customs amounts.' He added.

Mehairi also pointed out that the committee decided to use the values (of goods) as declared at the first entry point and not the value of sale in the destination market, which may include other fees service charges.
He also explained: 'The Committee has affirmed that all country members should complete the unified customs clearance form and to use the agreed upon modules within the clearing mechanism'.

Committee members agreed that the third meeting would take place on April 4 - 7, 2004 to complete the approval of remaining amounts, as well as discussing the obstacles that faces the implementation of the clearing system.

About the UAE Federal Customs Authority

With the objective of controlling and coordinating customs affairs in each Emirate of the UAE, the Federal Customs Authority (FCA) is responsible for drawing up customs policy in cooperation with local customs departments. It aims to consolidate legislation with a view to streamlining the working of local customs and standardize their enforcement of fraud and smuggling detection measures across the UAE.

Its focus is to impose uniform tariff collection and ensure that all monies due to the government are collected/remitted effectively. It also aims to promote competition based on infrastructure/service of each Emirate rather than on varying tariff rates. The customs tariffs at the national and GCC level have been set at 5% across the board.

The FCA is also the umbrella under which all local UAE customs authorities will interact in a unified fashion with GCC customs authorities and other international counterparts.
