High-level Iraqi Post team in Dubai to study Emirates Post's postal operations

A high-level Iraqi post team from the Coalition Provisional Authority has arrived in Dubai on a two-day visit to study the postal operations of Emirates Post, as part of an overall strategy aimed at the reconstruction of the postal infrastructure in Iraq.

The team consisting of Mr. Raymond T. Murphy, Senior Postal Advisor and Operations Support Manager, New York, US Postal Service, and Mr. Steven J. Lucks, Senior Technical Liaison Representative held talks with Mr. Abdulla Al Daboos, Director General of Emirates Post, and were briefed on the advanced postal systems adopted by the UAE.

The two officials attended a presentation on Emirates Post's Point of Sales (POS) counter automation system and were given a live demonstration of the state-of-the-art networked service developed and introduced by Emirates Post. The POS system allows the counter staff at any post office to calculate tariffs for any service to any destination. They were also introduced to the Mail Transit Hub at the Dubai International Airport and the Al Ramoul Sorting Centre.

"Emirates Post is very pleased to host the visit of the two senior officials who are directly connected with the reconstruction of the Iraqi postal system," said Mr. Al Daboos. "As the UAE and Iraq have enjoyed historic ties going back to several years, we would be happy to provide our expertise to help Iraq fulfill its task of creating a modern and state of the art postal network across the country. The two officials showed keen interest in learning from Emirates Post's experience and we assured them of our whole-hearted support."

Mr. Murphy and Mr. Lucks arrived in Dubai after visiting the British Royal Mail and the Irish Post, with the similar objective of studying systems that could be implemented in Iraq.

"At present, Iraq's postal operations are managed by the Iraq Telephone and Postal Company. There is a new plan to create a separate postal authority that will oversee the creation of a highly modern postal system," said Murphy. "We are here to look at the postal systems of Emirates Post, specially the POS system, because we believe we can learn from the experience from another Arab country. We have been impressed with the highly developed operations of Emirates Post."

"This trip is a learning exercise. The new postal plan for Iraq envisages the setting up of a network of over 2,000 post offices serving a population of 25 million," said Mr. Lucks. "The new plan will focus on establishing post offices offering integrated services such as banking, retail and other community services. We have to move step by step, and visits like this one to Emirates Post will help us formulate a concrete plan."
