Qatar proposes development fund

Qatar has proposed a fund, to be called The South Fund for Development and Human Circumstances, to alleviate poverty in the developing world. Speaking at the opening of the Second Summit of the G77 and China in Doha, the Emir Sheikh Hamad bin Khalifa Al ThaniQatar kicked off the proposed fund with a pledge of $20m and said the nation would allocate 15% of its GDP as development aid, starting next year.
