said Mr. Lootah.
He added that geographical comprehensiveness is the peculiarity of this census as each and every urban and rural community will be covered by the census. The old and new divisions of the communities will be taken into consideration at the time of differences while conducting the census, he said.
"Likewise, each and every individual of the society - whether national or non-national - will be included in the census without any omission or repetition. Each individual will be enumerated separately and his demographic, economic, and social characteristics will be recorded independently. This will facilitate easy classification of the population's characteristics such as age, type, education level and profession, along with the educational level and job situation of individuals in different age-groups, sex, profession and social status," said Mr. Lootah.
"Upon filing the data, its time of collection - like the night of will be specifically recorded and attributed to the data so as to ensure maximum accuracy in the data. We are keen on this because the population's characteristics change from one moment to the other. Also, the data of individuals will be recorded according to their place of residence not the place where they are in at the time of the census from 20 November 2005 to 12 January 2006," he noted.
As for expatriates, family members who are absent for more than six months will not be included in the census. Also, visiting members of the family will not be included.
The census will provide the following information:
• characteristics of buildings such as their type, current use, number of stories, and number of residential units;
• housing conditions such as type of house, possession, number of rooms, annual rent, and number of cars in the possession of a family, a compound or a general housing unit.
• average crowding in a housing unit taking into account the number of bedrooms in it
• characteristics of families, complexes and public housing, average possession of cars, average possession of computers and internet connections for families.
• demographic characteristics including the family size, age structure according to sex, nationality and other social variables such as educational status, marital status...etc.
• study of the available human resources, distribution of the employed as per their relations to work, economic activity and profession in various sectors.
• characteristics of economic establishments such as type of economic activity and number of the employees Arif Al Muhairy, Director of Statistics Centre, explained modern technology would be used during this census.
PDAs and Tablet PCs will be used for the first time and UAE national staff will be trained to take up most of the census jobs. "We are using both electronic and traditional manual methods of filling up the forms to conduct our surveys to ensure accuracy," he said. Dubai Municipality had started preparations for conducting a census in December 2004 and completed its first phase in March 2005. "We started our survey for the census before the decision to have it on federal level," he said. Preliminary results of the census 2005 will be announced on January 15, 2006 while the final results will be out on March 15. He has called upon UAE nationals and expatriates to cooperate with the surveyors because the results of the census are beneficial for the development of the country and to plan for the facilities. It will help build a clear social and economic picture, and help in planning for the benefit of residents and the country. The survey is conducted in Arabic, English, Urdu and Hindi languages. He said that normally people cooperate with enumerators but they (people) are bound by law to fully cooperate with them and provide them with accurate information.
