Participants include CEOs and director level representatives from institutions such as The Ruler's Court, Dubai Courts, Lands Department, Dubai Police, Istithmar, Dubai Department of Economic Development, Dubai Department of Health and Medical Services, Dubai Municipality, Dubai Electricity and Water Authority, Dubai Development Board, Dubai Department of Civil Aviation, Dubai Airport Free Zone Authority and the Ports, Customs & Free Zones Corporation, Dubai Land, Dubai HealthCare City, Dubai Industrial City and Mohammed bin Rashid Establishment for Young Business Leaders.
"The objective of this Executive Programme is to help participants gain an understanding of how to foster an environment that promotes organizational excellence, which induces and embraces continuous change for greater efficiency and effectiveness,"
said Nabil Ali Alyousuf, Executive President of the Dubai School of Government.
"The programme is part of the Mohammed Bin Rashid Programme For Leadership Development and aims to facilitate the development of a 'talent pool' across the Dubai Government, from which future leaders, who are equipped with ability, knowledge, skills and experience will emerge. It is a critical element of Dubai's strategy in promoting principles of excellence and best practices among national leaders in various government positions," Alyousuf added.
The programme will be delivered in collaboration with Lee Kuan Yew School of Public Policy, National University of Singapore and is in partnership with the Dubai School of Government. The two institutions recently signed a memorandum of understanding to formalize their partnership and this Organizational Excellence programme is the first in a series of executive programmes and intitiatives designed to improve the efficiency and leadership of public policy makers.
Professors Lim Soo Hoon and Lim Siong Guan, who also hold very high positions in the government in Singapore, will conduct the programme.
Ms. Lim Soo Hoon is currently the Permanent Secretary of the Public Service Division at the Prime Minister's Office. Ms Lim, a civil servant for the last 25 years, has served in different postings including the ministries of Trade and Industry, Transport and Manpower. Prior to her present posting, she served for 5 years as Permanent Secretary of the Ministry of Community Development, Youth and Sports. She is also the Chairman of the National Library Board.
Mr. Lim Siong Guan (Faculty Chair of the Programme) is the Permanent Secretary at the Ministry of Finance. As former head of the Singapore Civil Service, he had spearheaded the 'PS21' project, a far-reaching effort to transform the public in service in Singapore and adapt it to the needs of a 21st Century society. Decades of experience in the public service have given Mr. Lim unique insights into public sector leadership and organization.
Whilst in Dubai the two professors are also expected to meet with senior government officials.
