Dubai Municipality announces successful completion of phase 1 of its property & lease management system Ta'jeer

Dubai Municipality's IT Department has announced the successful completion of the first phase of Ta'jeer project, a property and lease management system for the Markets Department in Dubai Municipality.
Ta'jeer is a fully integrated suite of software that provides an enterprise-wide management, decision making and reporting framework. It also provides a link and an interface with other government departments such as Dubai Economic Department (DED) and the Government & Resource Planning Department (GRP).
The adoption of Ta'jeer system will significantly enhance the efficiency and productivity of the Markets Department in particular, and the municipality as a whole. The solution will deliver a highly scalable, configurable and decentralised system based on the required functionalities, and will provide a tool to quantify the performance measures and performance indicators.
According to the IT Department in Dubai Municipality, the first phase of the Ta'jeer project is linked with other concerned internal online systems of the municipality, such as the GRP modules, general inspection and fines system, SMS services and the e-Services. Moreover, the system provides online customers via Dubai Municipality's portal on the World Wide Web and "DUGIS site with maps and detailed drawings of municipality properties, and also enables them to enquire about the leasing of properties offered for rent or lands that are open for investment. Customers can also submit online applications for new tenancy request, lease renewal, termination and transfer request, as well as track the status of those requests.
The second phase of the Ta'jeer project will include the roll out of the solution to other departments of Dubai Municipality, online auctioning to rent or lease vacant municipality properties and also the integration of the system with the online payment, document management, maintenance and the customer relationship management systems.
The new system reduces the time taken for issuing and renewing leases or tenancy contracts, offers complete visibility of information regarding vacant, rented and full leasehold properties, provides e-government services on the internet, helps track and monitor rent payments, ensures seamless flow of information between Ta'jeer and other municipality applications, and provides instant information to Dubai Municipality's Rents Committee. It helps follow-up the rental process among specific departments of the municipality such as Legal Affairs Department, Maintenance Department, and Contracts & Purchasing Department that are concerned with renting, leasing, maintaining and legal follow-up of properties.
The Markets Department of Dubai Municipality is responsible for contracting and leasing properties, including markets, cafeterias and shops in parks, souqs and other civic body buildings. Its major role is to execute the municipality's property rent committee decisions, follow-up the lease or tenancy contract, and deal with any issues related to lease and tenancy contracts with various departments.
The Ta'jeer enterprise processes has the feature of 'Voting' to enhance the performance of the Rent Committee decisions. This helps to meet and vote on the rent cases presented to the committee and instantly get the response electronically to take the required action. This will increase productivity and improve the response time for request tracking and follow up, through reminders by SMS and emails to the customers concerned.
