In the early 1990's Dr Kaplan, Marvin Bower Professor of Leadership Development, Harvard Business School, developed the 'Balance Scorecard' management system, which established that in order to gain competitive advantage in today's world, organizations have to rely on factors related to learning and growth, customers and internal processes in addition to the financial indicators.

Mohammed Jasim, CEO of DIHRD said: "One of the major goals for the Dubai Institute for Human Resources Development is to fully introduce the culture of performance excellence and quality management into the government and private sectors. Values such as customer relationship, human resources development, profit generation and financial efficiency is the vehicle for building a competitive organizational capable of facing the challenges of globalisation."

The Balance Scorecard offers a premier tool for linking a company's current actions to its strategic goals. Some of its key concepts are derived from previous management ideas such as Total Quality Management (TQM), including customer-defined quality, continuous improvement, employee empowerment and measurement-based management and feedback.

A former Dean of the Graduate School of Industrial Administration (GSIA), Carnegie-Mellon University, for 16 years, Dr Kaplan received his Ph.D., in Operation Research from Cornell, and his B.S. and M.S. degrees in Electrical Engineering from MIT.

The first day of the conference will be open to the public. However, the second day will be restricted to UAE ministers and heads of Dubai government departments. Electronic registration is available on DIHRD's website.
