In line with their commitment to improve the safety, fairness and efficiency of the freight sector, the Department of Transport (DoT) in Abu Dhabi and the General Directorate of Abu Dhabi Police have unveiled the new Abu Dhabi Heavy Vehicle Annual Testing Manual (Version 1.0) which is officially launched.
The aim of the Heavy Vehicle Inspection Manual is to provide a clear set of minimum standards for operators to ensure their vehicles maintain the required conditions to pass the annual test from the first time.
The manual will also improve the consistency of testing and lead to an overall increase in the number of safe heavy vehicles driving on Abu Dhabi roads.
Mr. Ahmed Al Hammadi, the Acting Director of the DoT Freight Division, stated: “Today marks an important step in our tireless quest to improve the safety, fairness and efficiency of the road freight industry in Abu Dhabi. Real change is here today with safety faults being identified and rectified as we speak at Heavy Vehicle Annual Test stations in Abu Dhabi”.
In Abu Dhabi, the annual testing of heavy vehicles is a requirement under the UAE Federal Law (21) of year 1995 regarding traffic in Abu Dhabi Emirate. A heavy vehicle must pass the annual test in order to be re-registered by Abu Dhabi Police. There are around 60,000 heavy vehicle tests carried out in Abu Dhabi each year with more than 4 out of 10 heavy vehicles failing the first time the vehicle is tested.
“In our continuous efforts to enhance the road safety and realize the vision of our leadership, we are delighted to be working in partnership with the Department of Transport to increase the safety and security levels in heavy vehicles across Abu Dhabi. Moreover, this close collaboration will support our law enforcement endeavours,” stated Brigadier Ibrahim Nasser Mohammed Al Shamesi, Deputy Head of Vehicles and Drivers Licensing Department at Abu Dhabi Police.
It is worth noting that the technical expertise to document the current testing procedure, revise the standards and deliver the inspector training has been assisted by the UK Driver and Vehicle Standards Agency (DVSA) under a MoU between the DoT and the UK Department for Transport (DfT).
In this regard, John Parkinson, Director of Motoring and Freight in the UK Department for Transport, said on an official visit to Abu Dhabi: “I am delighted that the UK, through the Driver and Vehicle Standards Agency, has been able to assist our colleagues in Abu Dhabi in delivering an improved heavy vehicle testing regime which should enhance road safety.”
The Abu Dhabi Heavy Vehicle Annual Testing Manual is available to download via www.freight2030.ae and hard copies will be available at DoT Customer Care Centres and the Police Heavy Vehicle Test Stations in the near future.
This manual followed the launch of the Minimum Standards to Operate Goods Vehicles in Abu Dhabi by the DoT and the Department of Economic Development on 20th October 2015. These minimum standards to operate are mandatory for all freight transport licenses.
