SLC, Emirates Association for Lawyers and Legal Consultants’ partner

Cooperation to support Dubai Plan 2021 by improving the legislative structure in Dubai

In response to the directives of H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Chairman of the Supreme Legislation Committee, to establish communication channels with the community and develop improved and efficient legislation, the Supreme Legislation Committee (SLC) has signed an agreement with the Emirates Association for Lawyers and Legal Consultants to establish a stronger legal and legislative structure and foster a culture of justice.

The cooperation is in line with the ongoing efforts to reinforce the country’s standing in global judicial systems.

The agreement was signed by H.E. Ahmad Saeed bin Meshar Al Muhairi, Secretary General of the Supreme Legislation Committee, and by Lawyer Zayed Saeed Saif Al Shamsi, Chairman of the board of directors of the Emirates Association for Lawyers and Legal Consultants at the SLC premises in the presence of several high-level officials and consultants.

Both parties agreed to work together and focus on four major pillars. The first entails the constant improvement of legislative process by providing feedback on draft legislation and proposing necessary amendments to applicable legislation with a view to achieving public interest and Dubai’s accelerated progress. The second focuses on legislative best practices, with the two sides agreeing to a seamless exchange of knowledge and legal expertise, and joint training and qualification programs in order to supplement the legal system with qualified professionals to meet the highest standards of excellence and efficiency.

The cooperation agreement covers strengthening the legal system through sharing legal and institutional publications, electronic databases and smart applications, in addition to collaboration in matters relating to legal studies and research. Furthermore, both sides will exchange institutional knowledge and experience, as well as participate in development projects, conferences, workshops, and seminars organized by each party.

H.E. Al Muhairi said: “Our new strategic partnership with the Emirates Association for Lawyers and Legal Consultants falls in line with our commitment to enhance the country’s legal and legislative structure as advocated in the UAE Vision 2021. This will help catapult the UAE into the ranks of leading countries with advanced legal and judicial systems, and will provide the community with high quality and future-oriented legislation that meets international standards. This strategic partnership will also constitute a solid foundation for the achievement of Dubai’s comprehensive and sustainable development plans. We are confident that our collaboration with the Emirates Association for Lawyers and Legal Consultants will lay the groundwork for the effective exchange of experience, best legal practices, and legislative information. It will also enrich our legal knowledge through specialized research and studies. All these efforts complement the UAE’s continuous growth attributed to our wise leaders’ guidance and initiatives.”

For his part, Lawyer Al Shamsi said: “Our new agreement with the Supreme Legislation Committee is a solid foundation for achieving a new level of excellence that will benefit both parties and positively impact the entire legislative structure. Through our agreement, we seek to continue our efforts in developing our research capabilities, improving our legal expertise, enhancing the skills of our legal professional, and implementing best legal practices to sustain the UAE’s move towards excellence. We are confident that this strategic partnership will yield tangible results on all fronts, especially in terms of preparing stronger legislation to promote the right understanding of the spirit of the law.”
