London named ‘Most Open City’

London is the world’s most open city for foreigners, according to the OpenCities Monitor.

OpenCities Monitor, who clarifies that openness is defined as “the capacity of a city to attract international populations and to enable them to contribute to the future success of the city”, says London tops the ranking as a result of a combination of its high degree of internationalisation (strong global presence of firms, embassies, foreigners and tourists) and excellent accessibility and connectivity. It also provides attractive and high-quality educational facilities for people from all over the world.

New York came in second to London mainly because of its high barriers of entry, while Toronto came in third, scoring well thanks to its low barriers of entry and open migration policy.

The city with the lowest degree of openness is the Chinese mega-city Chongqing.
