MoF reviews its experience in the preparation of the general federal budget with DoF- Fujairah

The Ministry of Finance (MoF) has conducted a workshop in collaboration with the Department of Finance (DoF), which has reaffirmed its commitmentto the MoUs and joint action plans signed and agreed with various federal and local government entities in Fujairah, UAE. The workshop was held for a group of financial employees skilled to implement the directives linked to the general federal budget.

The workshop, which took place in Fujairah, aimed to introduce DoF- Fujairah employees with the tools to prepare the general federal budget, as well as the technical characteristics of the zero-based budgeting system adopted by the Ministry to build the budget.

The workshop was attended by HE Mariam Mohammad Al Amiri, Assistant Undersecretary for the Management of Financial Resources; HE Saeed Rashid Al Yateem, Assistant Undersecretary of Resources and Budget Sector at MoF; HE Ali Mostafa Mohamed, General Director of DoF- Fujairah and HE Youssef Abdullah Al Awadi, Deputy Director of DoF-Fujairah; where the Ministry’s employees gave a presentation titled ‘Evolution of the Federal General Budget’.

The presentation included a discussion on the different procedures adopted by the Ministry to develop the federal general budget in addition to introducing the e-systems adopted by the Ministry.

Commenting on this workshop, HE Mariam Mohammed Al Amirisaid:”The Ministry believes in the importance of consolidating cooperative relations and exchangingits experienceswith different partners fromthe federal or local government level in the UAE. This is reflected through The Ministry’s commitment to strengthen its partners’ capabilities including the adoption of the latest globally, recognised technologies in government financial work.”

HE added: “MoF has signed a MoU withDoF- Fujairah in 2013, which formed a strategic relationship between the two parties. The Ministry is committed to strengtheningthis partnership with activities such as this workshop.”

For his part, HE Ali Mostafa Mohamed, General Director of DoF- Fujairah welcomed the participating employees from the Ministry and stressed on the Department’s keenness to organise the workshop. The workshopfalls in line with the directives of HH Sheikh Hamad bin Mohammed Al Sharqi, Member of Supreme Council and Ruler of Fujairah and HH Sheikh Mohammed bin Hamad, Crown Prince of Fujairah on the need to consolidate joint working relationships with various ministries and federal agencies, including MoF.

A discussion at the workshop centred on the different stages of the budget plan for the fiscal years 2014-2016, starting from the strategic plan, the financial circular for the general federal budget, its project, review and approval, as well as the start of its implementation. Participants also discussed the latest e-financial systems at a federal government level including the federal financial system, which is considered as an integrated system to allow the Ministry to finance federal entities, manage government financial procedures, control budget expenditures granted to the federal entities to improve and develop its services.
